Estrutura e dinâmica de crescimento da cafeicultura em Minas Gerais, 1990 a 2006

Resumo
Este trabalho teve como objetivo identificar e analisar a dinâmica de crescimento da cafeicultura em Minas Gerais e em duas regiões do Estado tipicamente produtoras, a saber: o Sudoeste e o Cerrado. Nesse sentido, foram observadas as principais mudanças da produção de café entre 1990 e 2006, por meio da identificação das suas principais fontes de crescimento. O referencial teórico utilizado foi desenvolvido com base nas teorias referentes à modernização da agricultura e no modelo de inovação induzida. O modelo analítico utilizado, denominado Shift-Share, ou diferencial-estrutural, permite decompor as fontes de crescimento nos efeitos área, rendimento, localização geográfica e composição, a fim de encontrar os fatores que seriam os responsáveis pelo crescimento (ou queda) da produção. De acordo com os resultados, o cultivo de novas áreas e a substituição de outras culturas pelo café, em áreas já utilizadas pela agricultura, foram os principais fatores que influenciaram o crescimento da cafeicultura em Minas Gerais entre 1990 e 2006. No Cerrado de Minas, os resultados indicam crescimento da produção em função do acréscimo da área colhida e do aumento da produtividade, compensando os efeitos negativos decorrentes do efeito localização. Já no Sudoeste, o aumento da produção de café tem como responsáveis os efeitos área e composiçã0, ou seja, houve expansão da área cultivada e mudança na composição das culturas da região favoráveis à cafeicultura. Constatou-se também que existem diferenças no desempenho da cafeicultura entre as regiões estudadas em alguns subperíodos e que o Cerrado de Minas apresentou bom desempenho da produção mesmo quando o preço do café estava em baixa. A explicação para esses fatos pode estar ligada à presença do CACCER, importante elemento indutor do desenvolvimento da cafeicultura na região, e à ausência de um programa específico para o desenvolvimento da cafeicultura no Sudoeste de Minas. Desse modo, pode-se salientar que a criação de programas e políticas de desenvolvimento da agricultura, direcionados para as regiões produtoras, aparecem como importante alternativa de sustentação para elas; entretanto, tais políticas e programas devem considerar as características de Cada região, de forma a estimular atividades e práticas agrícolas segundo suas necessidades e particularidades. Finalmente o conhecimento da dinâmica regional, a partir dessa metodologia e desses resultados, é ampliado e serve como Valioso subsídio para o aperfeiçoamento das políticas Voltadas para o desenvolvimento das regiões produtoras de café em Minas Gerais.
This Work had as objective to identify and to analyze the dynamics of growth of the coffee crop in Minas Gerais and in two areas of the State typically producers Southwest and Savannah. In this sense, the main changes of the production of coffee Were observed between 1990 and 2006, through your principal growth sources identiñcation. The theoretical referential used is based on the theories to the modernization of the agriculture and in the model of induced innovation. The analytic model is denominated “Shift-Share”, to Which allows to decompose the growth sources in the effects area, yield, geographical location and composition, in order to ñnd the responsible factors for the growth (or fall) of the production. In agreement With the results, the cultivation of neW areas and the substitution of other cultures for the coffee, in areas already used by the agriculture, they have been the principal factors that inñuenced of the coffee growing in Minas Gerais between 1990 and 2006. In the Savannah of Minas, the results indicate growth of the production in ñmction of the increment of the picked area and of the increase of the productivity. Those factors compensated the negative effects caused in the coffee growing to the change in the location of the culture in the area. Already in the Southwest, the increase of the production of coffee has as responsible the effects area and composition, in other Words, there Were expansion of the cultivated area and change in the composition of the cultures Was favorable to the coffee growing. It Was also Veriñed that differences exist in the factors that determine the growth of the production of coffee in the areas studied in some period, and that the Savannah of Minas did present good acting of the production in periods of low prices of the coffee. The explanation for such facts can be linked to the presence of CACCER, important element inductor of the development of the coffee growing in the area, and in the absence of a speciñc program for the development of the coffee growing in the Southwest of Minas. Like this, it can be pointed out that program and politics that seek the development of the agriculture area of highest importance to sustain the producing areas, however, those politics and programs should take in consideration the speciñcities of each area, in Way to stimulate activities and practices your agricultural second needs and particularities, generating the best possible impact for the same ones. Finally, the knowledge of the regional dynamics, starting from this methodology and of these results, it is enlarged and it serves as Valuable subsidy for the improvement of the politics speciñes to the development of coffee production areas in Minas Gerais.
