Comunicação e coordenação integradas para articular universidade-empresa-governo: um ambiente de inovação para o café

Resumo
O contexto vivido pelas cadeias agroindustriais tem exigido adaptações e interações entre setores e segmentos para manutenção da competitividade. Vive-se um momento de demandas crescentes por inovações que tragam soluções para a superação de gargalos, assim como vantagens competitivas aos diferentes elos das cadeias produtivas. Neste sentido, o presente estudo convida para uma nova visão sobre o sistema agroindustrial do café, analisando o ambiente de inovação demandado, o papel da comunicação e o modelo de coordenação dos atores envolvidos neste processo. Utiliza como objeto de análise o Polo de Excelência do Café (PEC), como representante da articulação entre universidade, empresa e governo (U-E-G), como destacada pela Teoria da Hélice Tríplice. Neste ambiente de interação, cada hélice tem experimentado novos papéis e convivendo com os desafios de participar de uma rede de inovação que agrega atores de diferentes segmentos. Para a eficiência deste sistema, confirma-se neste estudo a importância de um agente articulador central para amparar a comunicação e a coordenação do espaço de conversação entre todos os atores. Como resultado, sugere-se a criação de uma arquitetura da informação que promova consonâncias entre as necessidades informativas das empresas do setor com o conhecimento gerado pelos centros de pesquisa e universidades, tendo o aporte do governo como incentivo para suas inter- relações. Se a comunicação já é ponto fundamental nas estratégias das organizações isoladamente, sobremaneira se faz presente nas relações de cooperação interorganizacional, ainda mais se estas relações são entre segmentos ou setores distintos, como é o caso da relação entre U-E-G. Esta complexidade demanda o estabelecimento de uma comunicação freqüente e aberta, com sinergia de linguagem, facilidade de processamento e acessibilidade a todos os atores. Por estes canais também são compartilhados regras e normas que facilitam o surgimento do desejado ambiente de inovação no setor analisado. Para a validação deste modelo de interação em hélice tríplice, utilizou-se neste estudo a entrevista em profundidade com nove atores ligados ao PEC, dentre eles, o coordenador e o gerente executivo. Como contribuição complementar, o quarto capítulo analisa o PEC pela lente de uma Plataforma de Negócios, como modelo de coordenação sugerido em seu Plano de Negócios. Comparando os princípios do PEC com as premissas para a formação de uma Plataforma de Negócios, identificam-se limitações ao uso deste construto. Pela análise do contexto da cadeia e pela interpretação das entrevistas, o PEC poderia ser considerado um espaço de interação e comunicação capaz de abrigar um conjunto de plataformas de negócio, como resultado das parcerias realizadas. Neste sentido, a comunicação e os fluxos de informação entre os atores e segmentos favorecem o equilíbrio da rede de inovação, consolidando o ambiente de inovação desejado e agregando competitividade para todo o sistema agroindustrial do café.
In order to keep competitiveness in today’s economical context agribusiness chains have been challenged to promote adaptations and interactions between their sectors and segments. This is a time of growing demands for innovations which can bring solutions for bottlenecks as well as competitive advantages to the different productive chain bonds. This work proposes a new view of the coffee agribusiness system through the analysis of the demanded innovation environment, the communication role, as well as the coordination pattern of the agents involved in this process. The Coffee Excellence Pole (...) which stands for the University, enterprises and government (U-E-G) interaction, as highlighted by the Triple Helix Theory. In this context each helix has played new roles and also faced the challenge of participating in an innovation network aggregating actors from different segments. In order to guarantee this system effectiveness, the importance of a main agent to articulate and support both the communication and coordinate the conversation space among all the other actors is stressed in this study. As a result, it is suggested that an information system which promotes a match between the information needs of the enterprises and the knowledge generated by research centers and universities be created and have their inter relationships incentivated by the government. As communication is considered the main point in the organizations strategies itself, it is considered as an essential part of the interorganizational cooperation relationships specially if such relationships take place among different segments or sectors, as it happens in the U-E-G relationship. Such a complexity demands that an open and frequent communication be promoted with language synergy, easy processing and accessibility to all actors. By means of such channels, rules and regulations which enable the raising of the ideal innovation environment in the analyzed sector are also shared. In order for this triple-helix interaction pattern to be validated, the deep interview was conducted with nine actors connected to PEC, including the coordinator and the executive manager. As a complementary contribution the fourth chapter analyses the PEC on the ground of a Business Platform as a coordination pattern suggested in the Business Plan. When compared to the premises intended for a Business Platform creation the PEC principles, constraints to its use are identified. Both the chain context analysis and the interviews interpretation show that the PEC should be considered as an interaction and communication space which can shelter a set of business platforms as a result of partnerships. In this sense, either the communication or the information flows which take place between actors and segments favor the innovation network balance, consolidate the aimed innovation environment, and aggregate competitiveness to the coffee agribusiness system .
