Drawback de café robusta: solução para os problemas de competitividade enfrentados pela indústria brasileira de café solúvel

A indústria de café solúvel do Brasil, mesmo sendo a maior do mundo, enfrenta diversos entraves para se manter competitiva no mercado internacional. Diversos são os pontos que dificultam a expansão, ou mesmo manutenção, do market share brasileiro neste seguimento. Os problemas envolvem desde questões estruturais do país, como excesso de carga tributária, falta de mão de obra qualificada e infraestrutura deficiente, até questões específicas do setor como custo de aquisição de matéria-prima (café robusta) no mercado interno. Assim, uma sugestão para evitar ainda mais perdas de mercado é a abertura para aquisição de café robusta no mercado externo, atividade impedida devido à existência de barreiras fitossanitárias. Este estudo objetiva, portanto, analisar a viabilidade financeira de importação de café robusta do Vietnã via mecanismo de drawback. Especificamente, pretende-se comparar os preços do café importado com o nacional, simulando cenários determinísticos e aleatórios para, assim, tentar inferir maior competitividade a algum deles. Os resultados apontam que o drawback para indústria de café solúvel é uma solução que pode evitar perdas de competitividade temporárias no mercado internacional. As análises determinísticas mostraram que em aproximadamente 33% dos 24 cenários estudados, referentes aos anos de 1990 a 2013, houve viabilidade financeira da prática do drawback para a indústria de café solúvel. Já as análises estocásticas apontaram viabilidade em 34% dos casos.
The soluble coffee industry in Brazil, even being the biggest in the world, faces several obstacles to remain competitive in the international market. There are several points that hinder the expansion or even maintenance, of the Brazilian market share in this industry. The problems range from structural issues of the country, such as excessive tax burden, lack of skilled labor and poor infrastructure, to specifics problems of this sector such as acquisition cost of raw material (robusta coffee) in the domestic market. Thus, a suggestion to avoid further market losses is the opening for robusta coffee purchase in foreign markets, prevented activity due to the existence of phytosanitary barriers. This study, therefore, analyze the financial viability of robusta coffee imports from Vietnam via drawback mechanism. Specifically, it is intend to compare the prices of the imported coffee with the national coffee, simulating deterministic and random scenarios, trying to infer more competitive to some of them. The results indicate that the drawback to the soluble coffee industry is a solution that can avoid temporary loss of competitiveness in the international market. Deterministic analyzes showed that in approximately 33% of the 24 studied scenarios, related of 1990 to 2013, there was financial viability of the drawback practices for the soluble coffee industry. The stochastic analyzes pointed to the feasibility of 34% of cases.
