Resumo
A despeito das diversas vantagens de exportar café torrado e moído ao invés de café verde, como ganhos de valor e de empregos, existem muitas limitações aos esforços privados nesse sentido. Tentativas efetivas têm sido desencorajadas por um mercado interno grande e estável, pelos altos riscos associados ao mercado internacional e por uma aterradora burocracia. Ainda assim, algum progresso tem sido percebido em anos recentes, como mostrado neste artigo, baseado em entrevistas com exportadores, indústrias e cooperativas brasileiras. Algumas restrições são inerentes às empresas, como questões gerenciais e capacidade inovadora, enquanto que outras são sistêmicas. Apresentam-se sugestões para aumentar as exportações de café processado.
In despite of the several advantages for exporting ground and roasted coffee instead of green coffee, namely employment and value gains, there are many limitations to the private efforts. Effective attempts have been discouraged by large and stable national market, high risks associated to the international market, and a frightening bureaucracy. Even so, some progress has been reported in recent years as is shown in this paper, based on interviews with Brazilian export agents, industries and cooperatives. Some restrictions are inherent to the enterprises, such as managerial questions and innovation aptitude, while others are systemic. Suggestions to improve processed coffee exports are presented.
